自己亲自测试过， 如果新建的是 J2EE 5 的项目就没有这个问题 ， 如果新建的是J2EE 6 的项目 就会出现这个 问题
解决办法很简单
把这个文件 jstl.jar 添加到 项目的 WEN-INF/lib 目录下 如果没有 lib 就自己手动建一个
还有 MyEclipse 自带了这个包 在 \MyEclipse 7.5\Common\plugins\com.genuitec.eclipse.j2eedt.core_9.0.0.me201103181703\data\libraryset\EE_6
可以找到 名字为 jstl-impl.jar
我的做法是 直接将这个包复制进去
WEN-INF/lib 目录
重启服务器
问题就解决了~
建议大家还是建J2EE5 的项目吧，J2EE6 的话 还有很多其它的问题，也是因为这个包的问题，比较麻烦～
直接建个 J2EE5 的项目，什么问题都没有了～嘿嘿···
