Errdb1.0.0 release

Errdb is a central round robin database server for storing time series performance data. Errdb is developed with Erlang and RRDTool.

Errdb provides simple REST and native erlang client api to release users from knowning the complex RRDTool's commands.

This is the first release extracted from opengoss project.
