　　当下，在很多人每天还在跟高房价纠缠不清时，或许细心的人会注意到，从大豆到养猪业，从食用油到米面业，外资企业“鬼魅”的身影已经频频出现在我国的粮食领域里。近期，在河南深耕十年的世界粮油巨头――新加坡丰益国际有限公司投资的“益海嘉里”粮油项目，正式落户郑州经济技术开发区。这是已位居“中国最大食用油生产商”的丰益国际，在进军国内米面加工业战略中的“河南篇”。
　　近些年，我们可以看到，关于外资企业力图通过渗透中国农业控制粮食领域的消息屡现报端。在农产品领域的进入方式上，外资早已不满足最初的合资合作，演变为倾向于收购、控股龙头骨干企业。丰益国际在国内食用油领域，通过打通供应链，集采购、加工、仓储、配送为一体，已拥有“金龙鱼”、“口福”、“胡姬花”等多个著名品牌，其产品目前已占我国食用油市场50%的份额。而高盛就是从收购双汇、雨润两家肉类加工龙头企业开始打入了中国市场。
　　国内有一些人认为，在我国目前的农业基础仍然薄弱，粮食生产效率较为低下，市场集中度很低的情况下，要想实现从传统农业向现代农业的转变，我们必须引入跨国公司的技术、管理经验和资金，提高农产品尤其是高端产品生产的组织化水平和科技水平。如今在很多地区，我国的大豆、玉米等粮食种植机械化程度大为提高。中国食用油工业近些年也由于引进了先进的生产设备和工艺，使得加工能力、质量都得到了提升。
　　这种言论貌似有一定道理，但对于一个拥有13亿人口的中国来讲，粮食问题从来不是一个简单的经济问题。一方面，我国粮食如果出现短缺，不仅继续为所谓“中国人吃掉世界”的谬论提供口实，而且一些国家很可能把粮食作为筹码，对中国提出政治上的一些过分要求。这不但影响社会稳定，更会危及国家安全；另一方面，农业是一个弱势产业，粮食生产是弱势的弱势。对农业的保护和粮食生产的保护，不仅中国而且世界各个国家包括欧盟、美国在内都概莫能外。
　　危机并不可怕，可怕的是没有意识到危机将要来临。指望贪婪的外资进入粮食领域，发挥“鲶鱼效应”，提高国内农业生产率，无异于痴人说梦。“如果你控制了石油，你就控制了所有的国家；如果你控制了粮食，你就控制了所有的人。”美国前国务卿基辛格这句大实话几十年来都未引起国人应有的警觉。在大豆产业全面失陷，丧失定价权后，如果任由外资企业翻云覆雨，粮油产业可能真会重蹈大豆产业覆辙。看看餐桌上那些外资品牌，重拾“自己动手、丰衣足食”的理念迫在眉睫！
